Once evidence is submitted, who does the ruling?

The evidence is submitted back to the issuing bank of the cardholder.

Chargeback Officers within each bank have an average of 4 minutes to review a dispute from beginning to end. To get a better chance of disputing the chargeback, the merchant should ensure the evidence submitted is concise with clear a defense that disproves the customer's claim.

Outcomes can take up to 90-days to be finalized by the issuing bank from the evidence submission date.
